Over the 30 years since reform and opening up, XJ has established social security system that mainly includes endowment insurance, medical insurance, unemployment insurance,worker's compensation insurance and maternity insurance. Now the soical security system has covered 9.5 mln people in XJ.
From 1999,XJ started to implement the regional planning for basic endowment insurance system,make it more widely accessible and let the workers in SOE,collective enterprises,non-SOEs and self-employed individuals all enjoy this insurance.

By the end of 2007,2.05 mln people took part in the endowment insurance in XJ.The socialized endowment release rate reached 100%, and the socialized service rate,89%.

The government puts more efforts on solving the problems of seeing doctors for the people after their living has been guaranteed.In 1999, XJ implemented the reform on medical insurance system in an all-round way.Employees in all kinds of enterprises,state organs, private enterprises were under the planning. In 2006,self-employed workers and migrant workers were also listed into the planning.By the end of this April, 2.5018 mln people took part in medical insurance in XJ. A medical security system with multi-layers has formed.

At present, 14 prefectures of XJ have carried out worker's compensation insurance plan. The participants reached 1.37 mln from 411,000 in 2003. The worker's compensation insurance fund has increased to 330 mln yuan from 45.18 mln yuan.The benefited people reached 9,193 from former 2,458. Besides, the establishment of unemployment and maternity insurances also benefit more people.

Till this April, the participants of the five main insurances topped 9.5 mln and the fund has reached 24 bln yuan.During the 11th 5-Year Program, XJ will set up social security system covering urban and rural areas.The insurances,including endowment,work injury, unemployment,maternity will be extended towards rural areas,and the medical insurance will also cover common people in urban areas.
